You’ll be ready for roles as a contact handler or control room operative in the police, fire, ambulance and other emergency, public and welfare support services.
In the future, you could progress into team leadership or move into roles such as police constable, paramedic or counsellor.
The apprenticeship is open to new recruits and those already working as a contact handler or control room operative. It’s adapted for various emergency settings including police, fire, ambulance and other emergency, public and welfare support services.
As an apprentice, you’ll build the skills to handle any incident or conversation with confidence. You’ll develop core communication skills for emergency contexts. This includes call management, empathy and questioning techniques.
You’ll also reflect on your own practice, focus on emotional resilience, assertive communication and managing stress.
You’ll learn to assess and respond to risk in fast-moving situations, explore safeguarding and inter-agency working through real-world scenarios such as domestic abuse, child exploitation and human trafficking. You'll gain the knowledge, skills and behaviours to manage sensitive conversations and make sound decisions, all within a legal and ethical framework.
Programme content
This higher apprenticeship balances theory with a work-based approach.
Your apprentices develop exceptional communication skills, emotional intelligence and rapid decision-making. You'll gain confident members to your emergency services team.
The course is delivered over 16 months through a mixture of live online activities (synchronous), flexible on-demand online activities (asynchronous), on-the-job practical learning, and supported by additional online resources. The End Point Assessment will take further time on top of taught modules.
All apprenticeships have been assigned a minimum requirement of off-the-job-training (OTJT) hours to comply with the Funding Rules. Your account manager will advise you on how these OTJT hours are planned. This means that your apprentice will be learning during normal working hours – either in their place of work or outside – but not as part of their normal working duties.

Entry requirements
Employers set out the person specifications for the role, but apprentices will need to meet our entry requirements to be accepted onto this course.
Employment in a suitable role on a permanent contract exceeding 25 hours per week.
Employer support to undertake this course with an assigned HCPC (or equivalent body) registered supervisor/mentor.
A completed Skills Scan and Initial Assessment discussion.
Apprentices aged 16-18: Level 2 Mathematics and English (or equivalent); apprentices aged 19+: Level 2 English.*

Fees and funding
Degree apprenticeships are a smart investment. You can reinvest Levy funds to cover the cost of an apprenticeship or receive funding support from the Government.
If you operate in England and your annual payroll is over £3m, you pay a levy of 0.5% of your payroll into a levy account.
The Emergency Contact Handler Higher Apprenticeship programme costs £12,000 for levy-paying employers. This can be covered by funds in your levy account.
If you exhaust the funds in your levy account, you will pay only 5% of the cost of the outstanding fees. The Government pays the remaining 95%.
The Emergency Contact Handler Higher Apprenticeship programme costs £600 for non-levy-paying employers.
You will only pay 5% of the costs of the apprenticeship programme. The Government pays the remaining 95%.
Apprenticeships are paid for by your employer. You won’t pay any tuition fees on this course.
