Unregistered children’s homes and potential links to child exploitation

The objective of this research is to explore the possible extent and nature of CCE/CSE associated with unregistered care homes. By exploring this, we aim to better inform local authorities on possible links and help direct policy change to better protect care experienced children.

Whilst the aim is not to demonise these homes, the use of them has been referred to as "a national scandal" by the Children’s Commissioner (De Souza, 2024). Therefore, this is a topic that needs more focus and knowledge to offer increased child protection.

The current research questions under consideration include:

• Are there any links between unregulated children’s homes and child exploitation?
• What challenges are being faced in understanding and addressing the impact of unregulated children's homes on Child Criminal Exploitation (CCE) and Child Sexual Exploitation (CSE)?
• Where do current systems and processes fall short in protecting vulnerable children?
• Are there specific themes that highlight knowledge or policy gaps?

Our findings will become available in September 2025.
